You could not find SAPEXEDB_13** file to download.
That time you can use the previous SAPEXEDB_4 files for DB part. You can also ask as an OSS message.
What I see from below 2 notes you can use higher versions of SAPEXE.SAR files with SAPEXEDB.SAR files.
Of course try using this combination on development or sandbox system firstly.

6.1 Installing additional kernel patches
In some executables (in particular, disp+work), errors might be corrected at a later date than in SAPEXE.SAR/SAPEXEDB.SAR so it might be necessary to install these additional patches. Read Note 19466 (Downloading SAP kernel patches) or Note 1097751 for IBM i.

3. Kernel patch types
3.1 Kernel archive SAPEXE.SAR/SAPEXEDB.SAR
These archives contain the complete SAP Kernel:
- SAPEXE.SAR: All database-independent programs and program libraries
- SAPEXEDB.SAR: Programs and program libraries required on the relevant database platform
You must normally install both archives when replacing the kernel.
3.2 dw.SAR kernel patches
The dw.SAR packages contain the program for the kernel runtime, disp+work and all programs and program libraries that must be replaced at the same time as this program. During a kernel update, you can also simply replace the dw.SAR package instead of the entire kernel package SAPEXE.SAR. However, bear in mind that the contents of this package must be replaced in full. Replacement of the package SAPEXEDB.SAR is not necessary for this purpose.
3.3 Patches for individual programmes (for example, R3trans, kernel utilities, sapftp, saphttp)
