Business Function transport issue

Hi Everyone,

I have some serious issues activating Busines Functions through Transport Request. I have moved a TR in to QTY system which was created in SFW5 after activating  Linear BF from DEV system. But the BF still remain in the deactivated status in the QTY system. what could be the reason? i went thorugh the note 908007 and was hoping that the Buiness Functions will get activated automatically in the QTY system after the import of the TR but that is not the case.

can somebody help me understand and fix this issue asap?
