The ports should be managed on the OS level by the OS admin. However, it is upto the basis admin to configure the pots to be used by the SAP server. Now if the port that is configured is wrong (for example http port is set to 3300), then it is the Basis admin who should set this right (OS admin will not know this).
But for example you find a port locked or in use by another process, it is the job of the OS admin to check this further. What if the port the used by Oracle process and closing it may lead to other issues; the OS admin should be responsible in driving such issues and contacting the application team.
