Are you getting the same db2diag.log as described in the link Karthikeyan gave?

the connect license should not prevent the sap system from starting, the connect license is only used to connect to a DB2 or DB4 engine remotely.
The "DB2 Connect Server" product is not necessary ,
when running in an DB6 Environment only .
This product could be necessary
when you connect to an DB2 running on OS/390 or z/OS .
To connect to a DB2 or DB4 database, you require a "DB2 Connect"
license. The "DB2 Connect" license is part of the "DB2 Enterprise Server
Edition" (ESE) license up to and including DB2 Version 9.5. With DB2 9.7
or higher, this license is no longer contained in the ESE product. By
default, a DB2 ESE instance is installed on the database server only.
Please try to start the SAP system, then attach for us the db2diag.log entries, along with the logs from the SAP work directory, dev_disp, dev_w0, dev_w1
Please also run R3trans -d
and attach the generated trans.log
