First Step :
open the configtool and if you are not able to open it then you need to maintain the secure storage parameter.
You need to maintain the SAPSR3DB schema paasword out there.
Second Step :
Open the bootstrap.properties file and maintain the parameter
element.resynch = force
You will find the bootstrap.properties file in ../cluster/bootstrap folder.
Rename the server<x> to Server<x>_old and dispatcher folder to dispatcher_old
Restart the J2EE Engine. The new dispatcher/server folders should be created during the bootstrapping and this is a time consuming process as all the contents of the server nodes will be syched with the DB content. All the file system content is now newly copied from the DB.
Third step :
If you are restoring the system , then you need to perform export and import of java stack and dual stack. If you some other system of solman then export it and import it
It will work for you.
Follow the step 1 and Step 2 and also paste the logs of bootstrap and default trace
